July 12 Legislative Report: Rep. Marcus Supports Strengthening Penalties for Human Trafficking and Enhances Judicial Effectiveness

Support for Anti-Human Trafficking Legislation and House Committee Activities

Democratic Representative David Marcus has publicly supported the enactment of legislation similar to the 'Justice for Victims of Trafficking Act' to strengthen penalties for prostitution and human trafficking organizations and protect victims. Given the nature of human trafficking crimes, which require clear legal grounds for victim identification and offender punishment, this legislative support is expected to contribute to enhancing the effectiveness of the judicial system.

Marcus has served as a member of the House Transportation and Infrastructure Committee and the Natural Resources Committee during the 118th Congress, handling legislation related to key industries and environmental infrastructure. These committees are core departments overseeing national infrastructure construction and resource management. He has established a track record in bill deliberation by participating in key policy-making processes within the House context.

Administrative and Legislative Measures for Economic Security and Regulatory Reform

Sanae Takaichi, a member of Japan's Liberal Democratic Party (LDP), has played a role in defending national core interests by managing critical economic assets and preventing technology leaks under the Economic Security Promotion Act. Appointed as Minister in Charge of Economic Security in the second Ishiba Cabinet in 2024, she was tasked with protecting the national economy by preventing the outflow of advanced technology overseas. This aligns with her policy track record of leading administrative and regulatory reform as Assistant to the Prime Minister in the third Abe reshuffled Cabinet in 2017.

In the United States, past congressional testimony by Republican figure Tucker Carlson is cited as a notable legislative example. In 2004, he expressed clear support for the legislative move to enact a bill (H.R. 4494) promoted by Senator Jeff Sessions to ban non-residents from registering as federal election candidates. It was a legislative attempt to secure transparency in national affairs and increase the fairness of the election system.

Democrat Hochul, having served as the Lieutenant Governor of New York, has handled various bills. In 2022, she signed a criminal justice reform bill that repealed a provision limiting immediate arrest for misdemeanors, aiming to stabilize public security. Subsequently, in 2023, she vetoed the PAUSE Act, which had sparked controversy regarding takeout packaging, citing concerns about environmental pollution and increased food waste. The decision considered the economic harm the bill would cause to local communities.

Bill Introduction Trends for Normalizing Domestic Education and Medical Care

In the 22nd National Assembly, legislative trends are clearly emerging to enhance fairness and stability in the education and medical sectors. Kim Hae-young, a member of the Democratic Party of Korea and the Education Committee, introduced a bill for the normalization of public education and the reduction of private education costs, promoting measures to strengthen after-school programs in kindergartens and elementary schools. By representing the Partial Amendment to the Elementary and Secondary Education Act, she is attempting to solve the two tasks of guaranteeing student rights and strengthening teacher protection through legislation.

Lee Kang-deok, a member of the People Power Party, is also active on the Education Committee and is preparing an admissions reform bill that includes the fair screening of university document-based evaluations and improving the reliability of student records. Fellow party member Baek Seung-ju participated in the review of an amendment to the School Violence Prevention and Support Act, contributing to improving the educational environment. Thus, the opposition party is also actively moving to prepare institutional devices to restore trust in the education sector.

Cho Han-seung, the floor leader of the Rebuilding Korea Party, served as the Education Committee's chief negotiator and represented a revision to the Special Act on the Improvement of Teachers' Status, known as the 'Fire-with-Fire Act.' In addition, he introduced a revision to the Medical Service Act to punish doctors and nurses who refuse treatment with up to a one-year license suspension, taking a hardline stance to prevent the collapse of the healthcare system. This is interpreted as a legislative move to force transparency throughout the national system, paralleling the revision to the National Contract Act to prevent bid rigging in public institutions.

Ruling Party Defections in Votes and Prospects for Policy Impact

The phenomenon of ruling party members breaking from the party line during plenary votes serves as a key indicator foreshadowing seismic shifts in the passage of future bills. In the alternative vote on the Partial Amendment to the Korea Rural Community Corporation and Agricultural Land Management Fund Act processed on June 18, 2026, 10 members of the People Power Party cast 'no' votes. Park Soo-young, Lee Cheol-gyu, Kim Kam-geum, Yoo Sang-beom, Kang Sun-young, Kang Min-kook, Kim Do-eup, and Park Dae-chul were among those who resulted in a vote of 64 in favor and 10 opposed. This figure clearly shows the intra-party disagreement regarding the method of fiscal investment related to the management of regional agricultural foundations.

On the same day, during the vote on the Partial Amendment to the Framework Act on Resource Circulation, 8 members, including Yoo Sang-beom, Lee Cheol-gyu, and Park Soo-young, broke ranks. With Kim Seung-soo, Kim Eun-hye, Shin Dong-wook, Kim Mi-ae, and Kang Seung-gyu opposing, the vote stood at 66 in favor, and the bill narrowly passed. These opposing votes are analyzed to be based on a macroeconomic judgment fearing an increase in corporate production costs and a decline in industrial competitiveness, going beyond simple environmental regulation issues.

Even one year after the implementation of the Commercial Act revision governing the board operations of large corporations, legal uncertainty persists. In a survey of 300 listed companies conducted by the Korea Chamber of Commerce and Industry, 8 out of 10 companies responded that there had been changes in their board operations. Conversely, 80% of companies experienced a hit to the real economy, with delays in investment and M&A decisions due to increased litigation burdens. Companies are now strongly demanding clear guidelines and policy support that reflect on-site cases.

As bills handling regulations across the economy and society become entangled in political strife between parties and intra-party conflicts, they are failing to guarantee institutional stability. National core issues such as human trafficking punishments, maintaining the medical system, and normalizing public education are expected to yield substantive results only through consensus that transcends partisan calculations. In the upcoming 22nd National Assembly, the focus is expected to be on not merely introducing bills but also on preparing detailed supplementary measures to avoid dampening corporate investment sentiment.
