Open Conflict Between Jeong Jin-suk and Jang Dong-hyeon… PPP Factional Disputes Rise to Surface

People Power Party (PPP) Floor Leader Jeong Jin-suk and Party Leader Jang Dong-hyeon publicly revealed their differences regarding the party's core operational direction. In a phone call with the Dong-A Ilbo on the 12th, Floor Leader Jeong emphasized the need for the PPP to transform into a national party, expressing concern over Leader Jang's leadership centered on hardline party members. He stressed the responsibility of a public political party that receives hundreds of billions of won in annual state subsidies. Conversely, Leader Jang publicly rebutted this, arguing that a member-centered party is the starting point for becoming a national party. As the ruling Democratic Party leads state affairs, a clash in direction between the top leaders within the main opposition party is intensifying.

Political Interpretations Surrounding State Subsidies and Member Voting Rights

The essence of this conflict lies in the fundamental choice of whether to prioritize the direct democracy of party members or the representative democracy of a public party. Floor Leader Jeong pointed out that while the will of party members must be respected, the party cannot be operated solely by it. The analysis is that to create a government, the party must follow the public sentiment. He warned against decisions becoming the exclusive domain of party members under the guise of state subsidies. Leader Jang presented the opposing logic that strengthening party members' rights is the path to becoming a national party. If Leader Jang's anticipated "politics of punishment," which includes deciding everything based on member opinion such as the abolition of the supplementary investigation authority, is fully implemented, internal conflict within the party is expected to intensify further.

Floor Leader Jeong emphasized, "If party members are to decide everything, then [we] must refuse the hundreds of billions of won in state subsidies received annually," demanding responsibility as a public party.

Prolonged Standing Committee Boycott and Political Repercussions

The surfacing of the leadership's conflict over party lines coincides with the PPP's full boycott of National Assembly standing committee activities. Floor Leader Jeong held a non-public meeting with senior lawmakers, those elected four times or more, on the 13th to discuss responses to the second half of the National Assembly session negotiations. The dominant opinion at this meeting was to continue the boycott. The core argument is that the special prosecutor regarding the June 3 local election ballot shortage must be appointed based on the opposition party's recommendation. With the ruling party refusing this, the political judgment is that an agreement on the Assembly composition cannot be reached. However, as pragmatist views emerged during the closed-door meeting, a strategic re-evaluation between parliamentary struggle and extraparliamentary struggle seems inevitable within the opposition party.

Deepening Internal Opposition Conflict and Outlook for Assembly Politics

The disagreement between the PPP's two top leaders is likely to act as a variable for the upcoming political landscape, going beyond simple internal party conflict. If Leader Jang's threatened disciplinary politics are implemented, a backlash from non-mainstream factions is inevitable. In a confrontation with the ruling party pushing key issues like the NEC special counsel and the abolition of the prosecution's supplementary investigation rights, it will be difficult to maintain strategic consistency while internal cohesion is shaken. If Floor Leader Jeong's vision for a national party and Leader Jang's member-centered line fail to find a compromise, the loss of supporters and internal rifts are likely to accelerate. Ultimately, the opposition leadership will likely pay the political price of losing its grip on the Assembly. The consensus in political circles is that without unifying internal factions, the great objective of creating a new government will be difficult to achieve.
