Incheon Construction Pivots Towards Smart Technologies

Incheon City's construction policies are transitioning from a focus on physical infrastructure to citizen-experiential smart construction. In the past, urban landscapes rapidly grew with the expansion of road, residential, and industrial foundations, particularly in economic free zones like Songdo, Cheongna, and Yeongjong. The trend is now shifting towards an operational focus, integrating systems based on artificial intelligence and data.

Following the Ministry of Land, Infrastructure, and Transport's 'Smart Construction Technology Activation' policy, the adoption of Building Information Modeling (BIM), drone surveying, and smart safety management technologies is expanding, especially in public construction projects, influencing local government initiatives as well. In Incheon, digital-based management methods are being increasingly applied to public construction sites. IoT-based safety management systems are partially implemented to detect worker hazards in real-time. The adoption of drone technology for process management and surveying is improving the efficiency of site inspections.

Urban renewal in older districts is also being pursued through the '2035 Incheon Urban and Residential Environment Maintenance Basic Plan,' which promotes the improvement of aging residential areas and the expansion of small-scale maintenance projects. Moving away from past demolition-centric development, gradual improvement methods are being combined, and the adoption of urban management approaches incorporating smart technologies is under consideration.

Smart construction technologies are entering a phase where they are changing not just construction efficiency but the entire urban operation system. Once data-driven management systems are established, citizen convenience in transportation, safety, and environmental sectors is expected to improve. However, concerns are being raised that local small and medium-sized construction companies are not adequately prepared for the pace of technology adoption. The costs and shortage of specialized personnel required for smart technology application present barriers to entry. Incheon City is reviewing measures for expanding digital transformation in public construction project management and encouraging private sector participation. Incheon's construction policies are undergoing a realignment, moving beyond simple development to focus on safety and convenience in citizens' daily lives.
