President Lee Jae-myung Orders Complete Re-examination of ISA System Reforms and 'Stock Price Suppression Prevention' Law

Financial and Tax Reform Plans Face Investor Backlash

President Lee Jae-myung ordered a comprehensive re-examination of the revisions to the Individual Savings Account (ISA) system and the so-called "stock price suppression prevention law" on the 7th. This measure comes in response to intensifying criticism from investors and the youth in the financial investment market regarding the government's recently announced tax reform plan. While the existing government policy aimed to induce long-term investment and curb excessive market volatility, investors have voiced concerns over increased tax burdens on capital returns and reduced market flexibility. Analysis suggests that the President's direct intervention to order a high-intensity review stems from a judgment that investor discontent—beyond mere complaints—could escalate into political and social risks.

The Individual Savings Account (ISA) is a system that allows for the management of various financial assets, such as stocks, funds, and deposits, within a single account while receiving tax exemption or benefits. The government had initially conceived a reform plan to reduce the tax-exempt limit for these accounts and expand the scope of taxation. Additionally, the 'stock price suppression prevention law' aimed to strictly regulate large-scale short-selling or the dumping of major shareholdings—factors that could act as negative market catalysts—to prevent indiscriminate stock price declines. However, investors prioritizing market autonomy strongly retaliated, arguing that such regulations would ultimately choke the market and stifle capital movement.

Controversy Over Market Autonomy Infringement and Pros vs. Cons

The debate surrounding this reform plan can be summarized as a thorough conflict of interests. Within the government and the ruling party, arguments gained traction that the direction of tax benefits needed to be redesigned to help ordinary citizens and the youth form stable assets. In particular, there was a macroeconomic justification for alleviating the excessive concentration of capital income and securing a tax base. However, the market reacted differently. Individual investors pointed out that the reduction in tax benefits acted as a key factor dampening investment willingness. The stock price suppression prevention law also faced criticism that it would block the circulation of large-scale institutional funds, potentially halving the transaction volume of the stock market.

The positions of the ruling and opposition parties are also sharply divided. Han Byung-do, the floor leader of the Democratic Party of Korea, maintained a stance supporting the direction of government policy while urging the processing of housing supply bills during a recent party meeting at the National Assembly. In contrast, the opposition, including the People Power Party, has criticized the government's unilateral regulatory approach, arguing that it dampens the vitality of the financial market on behalf of investors. Expert opinions are also divided. Scholars emphasizing market stabilization stress that minimum safety measures are necessary to prevent speculative trading, while financial practitioners and the securities industry warn that regulations could lead to actual investment avoidance.

Policy Revision and Future Legislative Outlook

The President's instruction for a complete re-examination suggests that the initial direction of the government's financial and tax policies will undergo significant revisions. The original tax reform plan was scheduled to be implemented in the second half of the year following an expedited legislative process. However, due to the President's order, the schedule for the bill's review in the relevant National Assembly committee is likely to be completely overhauled. The government is expected to launch practical efforts to re-open public hearings to gather investor opinions across relevant ministries and adjust the level of tax burden relief and deregulation.

Political compromise between the ruling and opposition parties during the legislative process appears inevitable. The People Power Party is likely to use this opportunity to demand the complete abolition or alleviation of investment taxes, seeking political leverage. Conversely, the Democratic Party is expected to engage in vote management by proposing a revised plan that significantly relaxes the conditions for maintaining tax exemption to quell youth backlash. During this process, stock market volatility may expand temporarily. There are concerns that institutional investors may maintain a wait-and-see approach until regulatory uncertainty is resolved, leading to decreased trading volume. Ultimately, finding a compromise that guarantees market autonomy while preventing unearned income will be the key task for future legislation.
