The presidential office and Chief Justice Cho have been trading statements over the past two days since the 22nd, disputing whether the office's resubmission request is valid. The dispute originated from the refusal grounds Cho announced via a public notice on the 22nd.

Cho explained, "The resubmission request letter does not clearly state what the grounds for the request are," adding that "clear grounds and reasons must be presented in the letter's wording so that its validity cannot be disputed and the procedures under the Constitution and law can proceed." On the 23rd, Cho issued an additional statement reaffirming his position that the grounds for the resubmission request are unclear.
