Childcare Facility Facing Financial Woes in Dispute Over Program Transition

The very existence of Pungik Home, a childcare facility with over 70 years of history, has escalated into a conflict between Hwacheon County and its operating entity, the Pungik Foundation. While Hwacheon County is pushing for a functional transition to group homes and shelters for abused children along with a policy to suspend budget support, the Foundation is steadfastly maintaining its position of 'suspending operations and pursuing separate projects' rather than closure. Trust between both sides has been severely shaken, especially as it was revealed that the foundation did not apply for the facility improvement project plan.

Hwacheon County cited the facility's low occupancy rate as the reason for suspending budget support for Pungik Home. The county determined that with only two older children remaining in a facility designed for 57, normal operations were virtually impossible. In line with changes in child protection policies, they deemed supporting a reconfiguration into group homes and shelters for abused children more realistic. Transitioning to new projects eligible for national and provincial funding was presented as an alternative to reduce the financial burden amid poor local finances. The county maintains that closing the existing facility is necessary to proceed with new projects.

The county allocated 70 million won in the final supplementary budget last year for operating expenses, including the salaries of the facility director and one staff member, through June of this year. It is currently proceeding with transferring one of the two remaining older children to another facility.

Pungik Home has refuted Hwacheon County's perception that there is no demand for child protection. They argue that approximately 20,000 vulnerable children are generated nationwide each year, and it is standard procedure to place children as needed once a local government announces its capacity. They claim that viewing the demand as non-existent due to a simple lack of formal requests ignores reality. Pungik Home also countered that the county was responsible for the budget suspension last year, asserting that they have not been assigned a single ward since 2014, leading to a contraction in operations.

Established in 1954, Pungik Home began as a facility for war orphans in the aftermath of the Korean War and has cared for over 800 children over the past 70 years. Currently, two staff members are caring for two older children, and no new children have been admitted since 2014.
