Constitutional Amendment Referendum Carries Busan's Long-Standing Aspirations

As a referendum for constitutional amendment is being pushed to coincide with local elections, there is keen interest in whether Busan's long-standing aspirations can be addressed through the proposed changes. The amendment draft includes enshrining the spirit of the Buma Democratic Uprising, a significant contribution to South Korea's democratic development, in the constitution's preamble and mandating balanced national development as a constitutional imperative, aligning closely with Busan's regional priorities.

Securing the support of opposition lawmakers is crucial for the referendum to proceed, but stances among Busan's National Assembly members are divided.

KBS investigation reveals that out of 17 People Power Party lawmakers representing Busan, 10 support constitutional amendment in principle but oppose holding it concurrently with local elections. Four, including lawmaker Kim Do-eup, stated they had no opinion on the amendment, while three did not respond to inquiries.

Opposing lawmakers largely cited concerns that the constitutional amendment could be reduced to a political spectacle for the elections. They argued that core issues like power structure reform risk being overlooked, emphasizing the need for deliberation and consensus after the elections. Lawmaker Park Sung-hoon noted that a genuine amendment discussion is hindered by the Democratic Party leadership's perceived atmosphere of suppressing opposition forces.

The push to include regional values, such as the spirit of the Buma Democratic Uprising in the constitutional preamble, is losing momentum amidst the central political arena's stalemate. As core constitutional issues become entangled with the dynamics of national politics, the movement to incorporate regional aspirations is also being impacted.
