Procurement Market Report for Sept. 23: Kyobo Life Picks Up a Single Win

What Scattered, One-Off Procurement Records Reveal

Eighty companies that entered the government procurement market each left exactly one procurement record. This evenly distributed data set, in fact, offers a clue for reading the entry structure of the public purchasing market. A synthesis of data from the Public Procurement Service and other public sources shows that these companies span an exceptionally wide range of sectors, from environment, forestry, construction engineering, surveying, tourism, insurance, and safety to distribution.

They do share a common trait: rather than clustering in any single field, companies in virtually unrelated areas—environmental management, forest development, architecture firms, geographic information, elevator maintenance, and life insurance—each hold one procurement track record. This shows a decentralized purchasing pattern in which small and specialized companies participate in turns, not a structure where the market is concentrated among a few major order sources.

The Landscape of Public Demand Seen in Sector Patterns

A closer look at the companies reveals clear concentrations of public demand. Many environment and forestry players made the list, such as Daehun Environment, Neulpum E&C, Daekyung Forest Development, and Forest Resources Development. This indirectly confirms that budgets for forest restoration, environmental cleanup, and post-management from local governments and central ministries are flowing steadily.

The construction, design, and technical services line is also robust. Engineering and surveying firms such as Hanin Comprehensive Architects, Hanbit Engineering Architects, Easton Engineering, and Geumgang Geographic Information made the list. Given that design, surveying, and supervision services in public procurement are largely allocated to small specialized firms, this is a natural outcome.

There are notable outliers as well. The presence of a financial-sector player like Kyobo Life Planet Life Insurance, and distribution and platform companies such as MyShopOnShop and Interz, signals that the scope of public purchasing is expanding beyond traditional goods and services into the services domain. The inclusion of maintenance and safety-inspection firms such as Samjeong Elevator and Hyuksin Safety Technology also supports the view that demand for facility management is growing structurally.

The Impact Decentralized Procurement May Leave on the Market

A structure in which each company holds only a single record allows for two interpretations. First, the door of public procurement to new entrants is wider than thought. There has been an impression that the procurement market has been reshaped around large corporations and a few large specialized firms, but this data shows that the channel through which small and micro specialized companies can participate via Nara Market is working.

However, the fact that many companies stopped at a single record exposes a sustainability challenge. Whether a first win leads to repeat orders is the criterion that determines whether the procurement market is a genuine growth opportunity or a one-time chance for small and medium-sized enterprises. Given the breadth of participation, the point to watch going forward is how these firms can secure depth in orders.

Outlook: Changes From the Expansion of Services Procurement

The path ahead can be read in two directions. One is that budgets tied to social infrastructure—environment, forestry, safety, and the like—are likely to remain stable, aligning with policy demands for carbon neutrality and responses to aging facilities. If so, procurement participation by small and mid-sized specialized firms in these fields is expected to grow.

The other is that entries in nontraditional categories—insurance, distribution, platforms—may become more frequent. If digital transformation and diversification of purchasing methods converge, the very map of public purchasing categories could be redrawn. As Margaret Lee Runbeck said, each newly found truth can be revolutionary to old beliefs; likewise, each scattered procurement record, once gathered, becomes a map that first reveals the next landscape of the public purchasing market. Each individual order may be small, but the pattern their sum draws is anything but.
